Wrong idea. First of all, before you tinker with such an idea, you have to ensure illiteracy of an individual is SOLELY THEIR CHOICE and no one else's. The implication of that is EDUCATION MUST BE FREE UP TO THE SSCE LEVEL!!

In the north and elsewhere in Nigeria, most states gives free education up to secondary school level. The govt schools that collects fees collects almost nothing as school fees from their students. Secondary education in Nigeria is the cheapest in the world
