The only way is for APC to have only one candidate after a fair zoning, otherwise PDP will retain the Deputies or if possible protest votes from the ruling party can make them retain their former leadership roles. Go and look at current admission statistics to clear your doubt.

There is no university in Nigeria except Islamic ones, where you will not see igbos enmass.

Igbos were the most educated in Nigeria during azikiwe time. Which was why according to Ahmadu bello, igbos dominated the civil service of the 60s.

The civil war came and Yoruba took over expectedly, but that is no longer the case.
