This night as I am once again kept awake by the unwholesome noise generated by generators in my area, I cant only wonder when my neighbours will be reasonable enough to switch off their generating sets to allow me catch a few hours of sleep before I hit the road tommorow.

In this age and time where devices such as inverters and rechargeable fans exist,the heat should be no excuse to keep up your neighbours all night. However most lagosians dont care. Once their selfish selves can squeeze out enough money for 3 litres of fuel to get them to the next morning they dont care about their neighbours who also have to deal with not just the heat but the noise.

I have generator but I cannot in good conscience leave it on after 11pm? To do this would be simply selfish and irresponsible.

Therefore, I wouldn't mind help from anyone in sponsoring a bill to the Lagos State House of Assembly that prohibit the use of generating sets after 12am.

I don't care about the outcome, if its passed fine.

If it's not, I guess I tried

What you are asking for already exists both at the federal and state levels.

Unfortunately I'm in transit at the moment, so I'm going to compose this post entirely from my memory, but I'll provide more information when I get to my destination.


The law that created the Nigerian Environmental Safety Regulatory Agency (NESREA) empowers it to set noise limits. Individuals and organisations must comply with this limit or they will be made to pay fines for every day that they contracene the regulation and they can also be jailed. Unfortunately I can't remember what the limit is.


In Lagos State, LASEPA has set a limit of 55 decibels during the day and 45 decibels at night. I watched an episode of Sunrise Daily (between 2005 and 2009) in which the then commissioner of environment, Dr Muiz Banire talked about noise pollution.

He said that he tested the generator in his home and discovered that he was contravening the law and he had to get it soundproofed. He said that citizens could complain to LASEPA and LASEPA would initially issue a warning to the defaulter to reduce the noise being emitted. Then they will conduct inspections to see if their warning is being complied with and lastly, they will seal the property if the problem continues.


I've posted a long list of example of action taken against churches, mosques, bars, factories, hotels etc. and ways in which you can contact LASEPA. I'll search for them when I get to my destination or you can use the Nairaland search bar and type " Naptu2 Lasepa "

Lasepa has taken action against lots of churches, mosques, music stores, hotels and factories that have been engaged in noise pollution and there are many nairaland threads about those incidents, so I'll encourage you to complain, because the system works.

Regarding sponsoring a bill. Every legislator is expected to have a constituency office where people who live in their constituency can meet them.

You are expected to meet your legislator at his constituency office and give him a document that explains what the bill that you are proposing is all about. He will then sponsor that bill at the assembly.

Check out for the respective House or Senate committees, which activities relate to the intent of your bill. Get them involved- what will you offer them?

... To make matters smooth, involve lobbyists. They are all over the respective legislative houses in the country

Learn to be more realistic and less idealistic, and you will have less headache.

Forget about how things should be, and walk with what is. Get your brain configured to get used to your environment.

Make no mistake, I'm not saying that we should let the things that are wrong in our society go on without being challenged, but noisy generators is definitely not one of the things we should expend our energy on.

Some things just fizzle out with time.

When Nigeria's electricity problem is solved, generators, both noisy and the ones fitted with sound-proof, will die natural death without you raising a finger.

Honestly, you are stewpeed, So because you don't want heat to destroy you that's why you want to give people sleepless nights. If I be your neighborh and you disturb me with your useless generator,I'll call the police for you and if they fail,I will destroy your generator by pouring water mixed with enough detergent into your generator's fuel tank and I will wait for you to go and call whoever you wanna call angry angry angry

Why can't you be considerate and sleep in the afternoon so that people who don't want to sleep in the heat can do that in peace?

You are inconveniencing people by insisting they inconvenience themselves by sleeping in heat at night especially in a country where the government does not supply constant power and people have to provide it for themselves.

Why don't you channel your energy into a bill that makes it compulsory for power companies to provide 24 hours electricity instead?

As someone above already mentioned generators will die a natural death

I see that an unnecessary argument is brewing.


Lasepa does not immediately seal the premises of defaulters. It warns and advises them.


The fact that a person does not want to sleep in heat does not mean that he should prevent his neighbour from sleeping due to the noise of his generator. There are things that can be done if people are considerate.


The person that owns the generator can have it soundproofed, like the commissioner did, or he can change the location of the generator, so that he can still use his generator without disturbing his neighbour.


Noise pollution has very serious consequences. One of the things that the commissioner talked about in that Sunrise Daily interview was the fact that they tested school kids in Lagos and a high percentage of them had one form of hearing impairment or the other and one of the causes was the high level of noise pollution in Lagos.


There are also old people (like the 79 year old woman that sued Redeemed Church), people with hypertension and people who are ill who very much need a good night's sleep, but are unable to get a good night's sleep because of noise pollution. That's why there is a law in place to tackle the problem.
