Any law in the old testament that didn't get changed in the new testament means it still remains and we are to continue obeying it. The ones God doesn't want us to continue with he changed them in the new testament e.g animal sacrifices, washings etc. As long as God has not said otherwise, then it means whatever he said over there must continue to be obeyed. The verse covers both dressing and attitude, include other things because the Bible is a double edged sword. Is attitude not what determines dress code? If I want to look like a musician today, I'll simply braid my hair it wear dreadlocks, sag my trousers and wear some tattoos. Yes, some people dress like that without actually being musicians, but they do so because they've been influenced by musicians to have that attitude.

You don't need to dig into someone's heart before you know the kind of person they are. A simple glimpse at them is enough because by their fruits ye shall know them.
