And
My birthday certificate na 1990 issued by NPC.

I arrived Berlin this morning via Turkish airline, paid €2.80 at the airport for a bus to jaKob pkeizer,(I hope say I spell am correct), jumped plenty other trains and followed plenty tunnel till I found myself at the city's bus central station. From there I took a flixbus to Dresden. Umunnam, two things I noticed among the Germans today is that they're bi-langual(i might be wrong though) and them love to drive new sweet cars(omo come see mini-cooper on black rims, Benz be like water and finally one bad black Lamborghini huracan roadster wea speed pass me for Dresden).

Hmmnnn, I’m awaiting the outcome of a scholarship consideration by end of July or August...That’s why I’m a lil reluctant about applying for appointment as that would sooner or later require blocking of account...I hear it’s hard or near impossible to get blocked funds back...

That said, is it possible to apply for a date around end of july?
That’s nice men.
Only problem is by that time you can be seeing interview dates available only in September

Sharp answer, u go pay na, since we read for u.
U can still do without the FSLC, but try and get it or testimonial. Some couple of people did without that, but I will advise you to be confident and pretend u have it when Paulinus request for it, ur Vo certainly won't have problem with u.
Please go to ur primary school and see what d help u with, even if it means paying for urgent testimonial or sth.
U are advised to do Affidavit deposed by a head of ur family. The embassy says NPC certificate is for those born after December 92.
Just be on the safe side by doing what is needful.
That NPC 1990 certificate can serve as old bio id.
