*** My OBSERVATION: The 2019 budget spent exactly 4 months and 13 days with NASS ( Dec 19, 2018 - May 2, 2019). How the president arrived at 7-months is unclear. Besides, submitting a budget to NASS on December 19th few days into Christmas/New Year recess was very late. The executive should have been more proactive or 'patriotic' by submitting the budget much earlier (say September 2018) knowing the first quarter of 2019 was already locked down for general elections.
