I believe you don't really know the job of the legislature is to pass laws that will empower the executive branch of government

Simply because whatever they pass when signed by executive becomes law

The current framework doesn't empower the executive to achieve much as insecurity as grown rapidly since 1999 despite increase spending on security by the executive branch.

E.g land ownership laws could be reviewed, since land ownership seems to be a major issue around these crisis.

Policing could improved and so on

PDP (the party of saints) spent billions of dollars on security for 16 years, yet a territory the size of Belgium was lost to a Islamic rebel group (Ref BBC ) as at 2014.

APC is currently struggling with Fulani militia group whose activities started under PDP (party of saints)

I believe that goes to show that the executive branch of government alone cannot solve the issues of Nigeria insecurity by throwing money at it.

It is now left to the legislature to come up with some new ideas by proposing new ammendments to the current Nigerian constitution (frame work).

The Nigerian Legislature have to come up with something

Since d executive controls d police, did it write 2d NASS about its challenges & d NASS refused 2 help? Did buhari send any bill on community police 2d NASS & they refused 2 debate it? Did d president communicate with NASS as to how d "framework" is preventing him from doing his job?

The senate can enact a law to curb insecurity by passing a bill that tackles the root cause of the insecurity. i.e the human issues.
