Yes Ronaldinho is a greater player than Xavi

But we are not talking of who is better we are talking of technical here

Yes. But, it is easier to find more tactical players than Technical players. That is what modern football coaching is more about. Teaching players to play more like Xavi than Ronaldinho. It is easier to coach players to play tactically than technically.
