1) hoodwink more Black voters by getting them (blacks) to think that they (Dems) are in interested in them(blacks)
2) set up President Trump and the Republicans to take the ultimate blame (knowing that it would never pass in the Senate and Trump won't sign it either) Which would then be used in their electioneering campaign as a tool to try to damage Trump's chances of getting reelected.

Note: The Dems don't care about the African Americans in d first place, they are only using this as a weapon to deceive, divide and regain power if possible. They are always looking for someone to blame, they have practically nothing sensible to run on. The Old playbook is now in play but many folks, thankfully, already know their antics and are already becoming more aware. It's a SCAM!
