3. A few of the state governments including Benue State have been proactive. Laws have been passed. We have a Ikyogen cattle ranch in Benue that is in current use. What they want is to scatter the Fulani herders across the states in pursuance of ill-meaning ulterior motives that you refer to as hate speech when we call it by name .
4. Benue people are still in refugee camps. They can't return to their ancestral homes because those you refer to as criminals are fully armed with guns ensuring citizens do not return. We in Benue are not against Ruga. We advocate strongly that Ruga or whatever routine change in nomenclature is used, should be implemented in the home state of the Fulanis.
We in Benue have decided that cattle rearing in the state is private business. All who therefore wish to be engaged in such business should register it with the government, acquire land and ranch their animals just like every other livestock farmer.
Other states may Ruga as their policy. We have no problem with that.
Now our issue lies in the fact that the federal government having known our position, boycotts the governor, ignores the wishes of the People and goes behind in clandestine moves using whatever methods to acquire land for purposes that affront the provisions of subsisting laws in the state.

Why is the FG trying to be clever by half? The Constitution is clear. Lands belong to the states and not the FG. The FG can do whatever it wants with the resources in those lands, however, no law compels the state government to give out its lands by some useless veto power. Someone needs to sue Buhari and fast.
