There is a board of trustees who has the responsibility for that and yet its powers (the board of trustees) are depending on the powers given to it when (and if) the church was registered.

Many pastors are the final authority in their organizations. And by law, recognized such. It depends if the pastor maybe was answering to some hidden people or is being financed by "higher people" that you see some give greater authority to trustees.

If you are not comfortable with your pastor, being under his ministry, take a breather away from the ministry till you are convinced he is innocent. If you like, seek your ministerial satisfaction elsewhere.

As you all condemn him now, I hope you will have the courage to withdraw your condemnation if he is indeed innocent and not play the "shebi he is a pastor, he should understand and just forgive jare". You should equally be patient for the divine judgement and discipline that comes along with it. You being a "son" under him should know these.
