Nothing stops him from having a heart to heart talk with her later on as you re suggesting. But there's a reason for having a reward and punishment mechanism. If the girl was rewarded for good behaviour, I'm sure you wouldn't have a problem.

Usually a child's mind is incapable of fully understanding the implications of certain actions they engage in. So they typically are not able to commit to resolutions in same manner as an adult. So if you re all talk and no action when bad behavior ensues, the child's mind may process it as a mildly acceptable situation. And there will be repeats.

Same would apply if it was a boy, so don't make this a gender issue. It is the righteous indignation of having your child already tasting the forbidden fruit that likely drove the father.
