In this modern time, people don't move around with cows that end up destroying farms, people don't set up camps in different forest to kidnap and rape people without consequences. Fulani herdsmen are terrorists and must be treated like one.

I addition to what you have just said, the colonial administration was a rogue government, and even if they approved a grazing route, it must have been for all aboriginal herders who had interest in moving cattles across the African subcontinent including the Fulanis, kanuris,tivs and others; and that for Fulanis who are as foreign to Nigeria as the British to be making claims to such route is a no-brainer.
