First I disagree that there is necessarily an increased rates of rape, pedophilia, incests and other sexual crimes in Nigeria, as you put it. It's only that with the advent of the Internet, these crimes are being reported more. For example, Catholic priests had been molesting children for decades (if not centuries ), but we are only hearing of it recently.

Secondly, I hate the idea of someone trying to impose his own doctrines and moral standard on others, that's called religious fundamentalism. We are practicing democracy, a system of governance that relies on laws, as long as people comply with the constitution and extant laws, you have no business with them. You can control your children and your family, but how how others live their lives is non of your business. You are free to filter or even ban your personal webspace and even physical space. What's your business with the space of others? The responsibility of instilling moral codes on your family lies with you and not the government.
Countries that don't impose moral laws on its citizens eg, Sweden, France, Norway, fair much better morally than countries that do, eg Nigeria, Saudi Arabia and the US.

wont work out Las Las na increase go happen and what the other person wrote is spot on its not an increase(at least not major) only that social media has connected all the best thing to do is impose stricter laws on sex offenders possibly life or so and educating the children about safety and educating all adults and people to report such cases it is noticed. Help me ask him ooo... Maybe na for his house mtn or airtel mast dey. Imagine using 2GB in two days without downloading. I always spend over 10k monthly on subscription on both mtn and airtel lines.
