The family of Ayo Oluwaniyi , the wife of one of the soldiers , who allegedly stole N 400m they were escorting , has lamented the arrest and detention of the woman and her three children by the Nigerian Army in Ondo State .

It was gathered that 37 -year -old Ayo and her children were arrested after her husband , Gabriel, was identified as one of the five soldiers alleged to have stolen the money they were escorting from Sokoto to Kaduna.

A family member , who spoke to our correspondent on condition of anonymity, said Ayo and her children were being detained at the 32 Artillery Brigade, Owena Barracks , Akure.

She stated that they had been denied access to family members , adding that the family was worried about Ayo and her children’ s state of health .

The PUNCH had reported that five soldiers were confirmed to have stolen the money while on escort duty from Sokoto to Kaduna in the first week of July .

The former General Officer Commanding, 8 Division , Nigerian Army , Sokoto, Maj . Gen . Hakeem Otiki , had reportedly asked the soldiers to escort the money and deliver it to a Very Important Person in Kaduna.

The 8 Division spokesperson , Lieutenant Audu Arigu, had confirmed the incident , saying investigation had commenced and identified the runaway soldiers as Corporal Gabriel Oluwaniyi , Corporal Mohammed Aminu and Lance Corporals Haruna , Oluji Joshua and Hayatudeen Abubakar.

Army sources stated that the runaway soldiers turned in their rifles and abandoned their mobile phones at the Infantry Corps in Jaji , Kaduna State , before they escaped.

One of the sources said , “ Investigations so far showed that this was not the first time that the escort soldiers had conveyed such a huge amount of money for the officer . The soldiers all left their mobile phones in the vehicle , which has made tracking them difficult. ”

The Oluwaniyi family source stated , “ Ayo ’s husband is a soldier and he was deployed in Sokoto State . We learnt that that was not the first time they were escorting money on the instructions of their boss , so they decided to abscond with the money .

“ We learnt that they dropped their uniforms , guns and phones. It was through Ayo husband ’s phone that they got her number . They probably sent the information to the division here in Ondo and that was how she was arrested . We learnt that the wife of the other four soldiers had escaped.

“ It ’s been two weeks since Ayo and her children have been in detention . They won ’ t allow us to see them and they did not allow them to change clothes ; they just kept on telling us that she was not being maltreated . We are worried; one of her children is just about a year old .

“ They said the victims were being detained because they could not find her husband and probably she was in touch with him. She said she had not seen or heard from her husband , but they said maybe he would come out if Ayo and her children were held . We cannot speak with her; it is one of the soldiers guarding her that we speak to. ”

When the Brigade ’s Assistant Director , Army Public Relations , Captain Victor Olukoya , was contacted, he said he was not at the base, adding that he would get back to our correspondent when he returned.

“ I am not on the ground at the moment , I am attending a course . Anything you want to say , wait till I come back ; I will let you know when I come back ,” Olukoya stated .

Soldiers finally decided to take their own share of the largesse, no dulling.

But the general should have just kept quiet na. Now, investigation is now going beyond the immediate missing 400m.

What a backward country arresting friends and family of a suspect. In advanced countries, the police will not even discuss the case except with the accused or legal representative. Everyone, not their family not their friends, is responsible for their own actions.

We are just pretending to be a democracy and obviously paying lip service to the concept of the rule of law.

The Nigerian Army is the most retrogressive organization in this country. They have not changed since their founding some 150 years ago. This was when dastardly British bandits started using these thugs to seize, loot and pillage the land and resources of the indigenous peoples of this benighted colonial prison camp.

The Ondo state government has signed an MOU with The National Cash Transfer Office (NCTO) under the Office of the Vice President, Federal Republic of Nigeria an intervention arm of the National Social Safety Nets Project (NASSP) which facilitate cash transfers and capacity building of beneficiaries.

NCTO through the Household Uplifting Programme provides support for poor and vulnerable citizens through targeted cash transfers, capacity building, and coaching and mentoring and livelihood support. Research has shown that commitment savings accounts, which feature either incentives for saving or penalties for withdrawing, are effective in helping the poor save.

Akeredolu said his government is passionate about the programme and committed to partner with the Federal Government in implementing programs that are beneficiary to the people of the state. As Ondo State commenced the enrolment and training of cash transfer beneficiaries a programme organized for the poorest of the poor in the country. Evidence suggests that facilitating access to formal savings services can increase savings, investment, and income among this population. However, use of these accounts is relatively low, and it is less clear how to increase interest in, and usage of, formal savings services among the poor.

It is possible that conditional cash transfer (CCT) programs—in which households receive cash if they meet certain requirements, such as sending their children to school as Governor Akeredolu has always say, “we all want to see our kids going towards success which is only possible through the good and proper education. Every parent tells their kids from childhood about the importance of education in life and all the advantages of education to make their mind towards better citizen in the future”. It develops confidence and helps building personality of a person or regularly visiting health facilities—offer a mechanism to encourage the poor to save. This research evaluates:

(1) who benefits most from access to formal savings products among the target population of CCT recipients, as measured by a range of individual and household characteristics.

2) whether increases in savings affect household consumption and the goals highlighted in preliminary focus group research as important to beneficiaries: housing improvements and education.

(3) what are the characteristics that make individuals more responsive to pro-saving messages, to take up commitment savings accounts and fulfill their savings goals.
This will be of great benefits to the people of Ondo state as Governor Oluwarotin Akeredolu has tapped into this program

Nigeria is undergoing rapid socioeconomic changes that affect health and social distribution of its citizens. One of the most increasingly employed poverty alleviation strategies is Cash Transfer (CT) programs. CT Programs are expected to improve all aspects of citizens’ lives, including their health status. CT Programs are classified into two types; Conditional (CCT) and Unconditional (UCT).

The national programme coordinator Mrs. Temitope Sinkaiye during her visit to Ondo state appealed to governor Akeredolu to provide security for staff of NCTO that would be going round the state to register the beneficiaries.

The governor promised to provide security and the enabling environment for the contingents to ensure the success of the programme.

That can only happen in Nigeria, its illegal to detain relations of a fleeing suspect, you can put them under watch but not in custody and violating their fundamental human rights sad
