If this letter is authentic, then it is very wrong. The COS cannot query the FIRS chairman except directed by the the president. Even at that, it should be done through the supervising ministry and not directly.

Chief of Staff to President Muhammadu Buhari, Mr. Abba Kyari has queried the Executive Chairman of the Federal Inland Revenue Service(FIRS) over discrepancies in Tax collections from 2015 to 2018.

According to a letter seen by POLITICS NIGERIA addressed to Fowler, Kyari stated that there were significant variances between budgeted FIRS Collections and Actual Collections for Period 2015 to 2018.

He demanded a comprehensive variance analysis explaining the reasons for the discrepancies between budgeted and Actual collections for each main Tax item for each of the years 2015 to 2018.

The FIRS boss was also queried over Actual Collections for Periods 2015 to 2017 as it was 'Significantly Worse' that what was collected between 2012 and 2014. He was asked to explain the reasons for the poor collections.

Fowler was given a deadline on August 19th, 2019 to respond.

If the letter is real then clearly he must have gotten clearance approval and directives from Buhari who is the appointing authority of chairman FIRS. Abba Kyari couldn't have written the letter without Buhari's approval..

No matter the approval the chief of staff got, he signing that letter makes it null and void! He only has powers over the presidential staff at the state house

in administrative law the chief of staff can write on behalf of the president and this letter is either fake or improperly written ,abba kayari ought to have expressly state that he is directed by the president to write.the president will not write a query to anybody and sign it perosnally

Boss an official letter such as this, even if he was directed by buhari to write it, can only be signed by buhari. He signing it makes it null and void and unbinding because he doesn't have any powers under the law to sign it.
