[s]Stealing is not allowed. Its a GREY area that is neither a yes or a no. If it rubs Biggie off the wrong way he will penalize you but if it creates content through the right drama he will allow it albeit with a caveat.

There is nowhere in the rules that explicitly says stealing is allowed but it did not also say it is not allowed. It is left for the HMs to work with this grey area and interpret it the way they feel right.

Biggie can decide to show the housemates the video of Ike stealing Omashola and esthers coins as his consequence and Ike also knows this which is why he is Jittery.
