How do you arrest a man in Japan when you said he is not there in the first place?

This IPOB things is really getting to you.

On a second note, the Japan summit has a venue, where Kagame and elumelu met earlier, seeing buhari's portrait on the dinning/conference table obviously shows he is in a comfort zone.
