Your opinion is actually moot as the Laws are clear on the matter.

The Federal Government can't take State Lands without their consent as per the Land Use Act. So for RUGA to go to any State, the State Government must buy into the program. Now I agree that no State should feel bad when the states that agree to participate in RUGA start ripping the supposed divideneds, but the FG can't just take money out of the Federal coffers to go and fund State projects just like that. So all States are free to set up a RUGA or not and fund same ser up from State coffers. Thats the simple ABC of the matter. The FG can't afford to tamper with the Land use Act as that is what gives them right over all the oil fields in Nigeria.

Thats the reason why RUGA didn't work. The LAW.

Igbos and people of south south must learn from south-africans how to deal with foreigners who commit crime in their lands....
