The money for Lagos rail project was used to finance Tinubu empire at the expense of Lagos residents. You need to see the pain and agony the residents of festac-ojo- badagry go through everyday all because of the criminals lead by tinubu that has held Lagos hostage. I regretted passing that road to holiday at whispering palm in badagry. Nice place but never going through that terrible road again. So he is doing what is best for the Americans without anyone obstructing him.

Even humans have all run from Delta state. Half your population is in Lagos State hustling. Even with a lower population you can’t do anything creative.
