You can do a food delivery business. Where you prepare the food and deliver to people that are too busy to do it themselves, working class , bachelors, lazy ones etc.

If you mean 2M naira, then do a food truck. You don't even have to prepare the food, and it could be frozen items simply warmed. You can rent the truck, and set up partnerships with food distributors or restaurants. Then find work sites that are far from any restaurants or hawkers. You can charge a higher price and people will pay more than usual just to have a nice hot meal.
