The man already entered a private property and they should have waited for him to come out before arresting him, if any thing happen to them in that place they will be at fault as their jurisdiction doesn't get to private property.

Lastma has powers to arrest, but don't have power to detain. Let me explain.

They can stop you from commiting an offence but can't keep you in detention. They MUST hand you over to the Police.

However, because a lot of those in Lastma behave like thugs, they usually infringe upon the rights of those they are arresting and end up getting sued for hefty millions.

The LASTMA officials need to be dismissed from duty, Sanwo-Olu said they should not arrest but to control traffic.

You smart, they is a whole lot of difference between private n public property. The owner of the house can lock the gate and tell the Lasma official not to come in (it's a private property). Not that they can't effect arrest in a private property but if they must there is a legal process for it.

You're correct.
The citizen's right of arrest is what makes Lastma officers able to arrest. However, they can't detain. They must hand you over to the Police.
