PETROL TANKER SHOULD NOT BE ALLOWED INTO ONITSHA DURING THE DAY BECOS IT IS INFLAMMABLE.

IT POSES A THREAT TO LIFE AND PROPERTIES.

IN FACT, WE NEED TO RESERVE A SPECIAL LANE FOR THEM IN ONITSHA AND AWKA.

WE SHOULD HAVE A ROUTE FOR THEM BY THE RIVER, WHERE THEY CAN PARK UNDER A SHELTER AND SLEEP, UNTIL 10PM WEN THEY ENTER ONITSHA TO WHERE EVER THEY ARE GOING.

Its obvious now that most governors in the southeast fail in their second tenures, its time for every governor to rule for 1 term only. We just lost innocent citizens today and the useless fire service Obiano claimed to have created has proved that it is greatly and truly useless. I'm so pissed now.

This is the difference between governance by PR and real governance. A whole city of Onitsha where was the fire services?

Few lessons from this sad occurrence:

1) Ochanja Market was a disaster waiting to happen overflowing into the street without control. This government has made absolutely no attempt to curtail the ridiculous street trading and roadside trading and enforce standards on markets. Today Ochanja, tommorow Eke Awka or Afor Igwe. The markets of the state are totally out of control and lawless because of a useless government. Large markets in the state should be walled off from major roads or setbacks enforced of at least 10m. Markets are supposed to have water supply but do they? Instead its every dick and harry trading like an idiot and creating chaos and confusion.

2) Fire Codes - I recall a thread I wrote many moons ago saying that Anambra State Government Fire Agency should enforce fire extinguishers in ALL multi-tenant commercial buildings. Hospitals, Shopping Plazas should have large fire extinguishers among other things and instead of sitting idle and eating pepper soup the fire service should earn their pay by issuing fire compliance certification and inspect buildings and raise awareness. Again ANSG failed.

Igbo businesses should target SE, SS, NC and some moderate SW state governments. After that, simply go to another African country and build a smaller assembly plant and EXPORT to the rest of Africa from there. If you try exporting from Nigeria, they will use all sorts of duties and levies to frustrate you. Other African countries will be glad to support you to build in their country, create employment and give them some tax revenue when exporting from their country.

The economics IS SIMPLE. Even Dangote with all his massive privileges given by Fulani Federal Government is busy building factories in every African country from the money stolen from Nigeria in unpaid taxes and below market forex exchange rate given to him. Staying in Nigeria alone is a very very poor strategy and even Dangote with all the generous tax breaks given to him knows that much. Any Igbo business large enough like INNOSON to be noticed by the Fulani overlords of Nigeria already know they are targeted for destruction. INNOSON is totally included in their evil agenda.

This is what happens when local touts are in gov't and run critical governmental agencies like the fire service. They don't understand or appreciate the concept of SAFETY, ADHERENCE TO INT'L BEST PRACTICES, SERVICE DELIVERY, ETC! How to Detect and Extinguish a Class B fire (Flammable/Combustible Liquids)

What is a Class B fire?

Class B fires are fires which involve flammable or combustible liquids. The presence of these liquids, which are also known as hydrocarbon fuels, represent the fuel aspect of the fire triangle (heat, fuel and oxygen) and provide the materials necessary to begin, develop and maintain a fire.

The type of flammable liquids involved in Class B fires include petrol, diesel, thinners, oils, paints, wax, cooking fat and plastics which melt. Therefore, they are common in a host of environments and pose a risk for a lot of businesses. Obvious hazardous environments include petrol stations, factories and food preparation facilities. However, they can also be a risk to a lot of retail outlets, offices and public-access properties (such as schools and hospitals) as these environments are likely to have some of these liquids in the vicinity – such as paints and cooking fat.

One of the biggest dangers of Class B fires is that they are rarely ever controlled (in contrast to Class A fires which are used for bonfires and stoves). This means they can easily develop into an incredibly dangerous fire that can destroy your building and fatally injure people within it.

How do you extinguish a Class B fire?

One method of fire combat which should not be used in the event of a Class B fire is a water fire extinguisher. This is because a lot of flammable fuels have a specific gravity of less than 1.0 – such as gasoline or oil – and this means they will float along the surface of the water. Therefore, the fire will not be extinguished and will simply continue to burn along the top of the water.

How do you avoid Class B fires?
If you own or manage a commercial environment, it is your legal responsibility (as stated in the Regulatory Reform Order) to remove and reduce the threat of fire as far as possible. This includes putting measures in place with lower the possibility of a Class B fire. The best way to achieve this is to store all flammable liquids safely, securely and far away from any possible sources of ignition.

According to The Dangerous Substances and Explosives Atmospheres Regulations (2002) “when not in use, containers of flammable liquids should be kept closed and stored in suitable cabinets or bins of fire-resisting construction and which are designed to retain spills”.

Not only will ensuring this practice is always conducted in your workplace help you to comply with all your legal obligations, it will also make the likelihood of a Class B fire much smaller, making your environment much safer as a result.

Classes of fire

Class A - fires involving solid materials such as wood, paper or textiles.

Types of extinguishers

Water extinguishers

Water extinguishers are one of the most cost-effective ways to fight Class A fires, those fuelled by solid materials such as paper, wood and textiles.

There are four different types of water extinguishers: water jet, water spray, water with additives and water mist or fog.

Water jet extinguishers work by spraying a jet of water at the burning materials, cooling them and preventing re-ignition. They should not be used on live electrical equipment.

Water spray extinguishers use a very fine spray of water droplets, each droplet is surrounded by air which is non-conductive. Most water spray fire extinguishers carry a 35 kV dielectric test approval which means they have been tested on a 35,000 Volt electrical source at one meter.

Water extinguishers with additives are water extinguishers with foaming chemicals added. The water loses its natural surface tension meaning that it can soak into the burning materials more effectively. Adding the chemicals to the water means that a smaller extinguisher can produce the same fire rating as a larger, water only, extinguisher.

Water mist, or fog, extinguishers apply water in the form of mist, or fog, the droplets are much smaller than those from the water spray extinguisher. The smaller the droplet, the larger its surface area in relation to its size, the quicker the droplet evaporates which absorbs the heat energy faster. The downside is the smaller the droplet the less it weighs and therefore the less powerful the cloud of water.

All water extinguishers have a red label.

Foam extinguishers

Foam fire extinguishers can be used on Class A and B fires. They are most suited to extinguishing liquid fires such as petrol or diesel and are more versatile than water jet extinguishers because they can also be used on solids such as wood and paper. The foam extinguishes liquid fires by sealing the surface of the liquid, preventing flammable vapour reaching the air and starving the fire of fuel. They are not suitable for use on free flowing liquid fires.

Foam extinguishers have a cream label.

Powder extinguishers

Powder extinguishers are a good multi-purpose fire extinguisher because they can be used on Class A, B and C fires. They can also be used on fires involving electrical equipment however, they do not cool the fire so it can re-ignite. Powder extinguishers can also create a loss of visibility and may create breathing problems. They are not generally recommended for use inside buildings unless there is absolutely no alternative.

Powder extinguishers have a blue label.

Carbon dioxide extinguishers (CO2)

CO2 extinguishers are ideal for places with a lot of electrical equipment such as offices or server rooms because they are safe to use on fires involving electrical apparatus. Carbon dioxide extinguishers do not leave any residue, unlike a foam extinguisher. They can also be used on Class B fires, those involving flammable liquids such paraffin or petrol. CO2 extinguishers work by smothering the fire and cutting off the supply of air.

Carbon Dioxide Extinguishers (CO2) have a black label.

Wet chemical extinguishers

Wet chemical extinguishers are suitable for use on Class F fires involving cooking oils and fats, such as lard, olive oil, sunflower oil, maize oil and butter. They are extremely effective, when used correctly. The wet chemical rapidly knocks the flames out, cools the burning oil and chemically reacts to form a soap-like solution, sealing the surface and preventing re-ignition. Although they are primarily designed for use on Class F fires, cooking oils and deep fat fryers. They can also be used on Class A fires (wood, paper and fabrics) and Class B fires (flammable liquids).

Wet chemical extinguishers have a yellow label.

Fire blankets

Fire blankets are primarily for use on hot oil fires such as frying pans or small deep fat fryers. They can also be used on someone whose clothing has caught fire. They work by smothering the fire, stopping access to the oxygen fuelling it and extinguishing it.

I think its time for Anambra Govt to come up with a dev plan for onitsha and Nnewi. Something like a dev authorities for these cities like was done for Awka. I believe this fire incident would have been better managed if it happened in Awka because it’s the base of the fire service but Anambra unlike other states has 3 major cities which require great attention!

Time for govt to create an onitsha and Nnewi development authority like was done for Awka

They have development authorities for Awka, Onitsha and Nnewi but they are not properly funded or managed. Ideally, the government should run all city-specific urban planning, infrastructure (roads, street lighting, water, sewage,erosion, power, fire) projects through these agencies and properly fund them with sufficient capital to achieve specific goals with annual audited and published reports.

Heads of these agencies should be infrastructure experts and not regular civil servants and do not even have to be Anambrarians or even Nigerians because as project-based agencies it will get the state out of the rot of laziness, nepotism, budget padding and preferential treatment of politicians. Cities are the economic engine of any civilization and Anambra should strive to develop its own to world class standards. With time, every city in the state with a population > 500,000 should have an urban development agency to focus resources on.

They have development authorities for Awka, Onitsha and Nnewi but they are not properly funded or managed. Ideally, the government should run all city-specific urban planning, infrastructure (roads, street lighting, water, sewage,erosion, power, fire) projects through these agencies and properly fund them with sufficient capital to achieve specific goals with annual audited and published reports.

Heads of these agencies should be infrastructure experts and not regular civil servants and do not even have to be Anambrarians or even Nigerians because as project-based agencies it will get the state out of the rot of laziness, nepotism, budget padding and preferential treatment of politicians. I don’t think there is one for onitsha and Nnewi. That of Awka was inaugurated by Obiano and have been responsible for coordinating dev in Awka. Onitsha, Nnewi needs it ASAP
