I don't know what you expected the letter to do but it accomplished what Trump wanted, the negotiation worked and the fights have stopped at least on the optics. Something Obama couldn't do. The parties involved have agreed to stop fighting.

The fights in Syria has so many sides to it and it was to finish up what needed to be done to rid the deepstate of Syria. About a million people have been killed on Obama's watch and there was no outrage because the establishments only care about the money made from weapons sales and lobbyists.
