The first two movies were rated R. It wouldn't have made any iota of sense if they made the third entry PG 13 because it would be a surefire way to enstrange fans of the series, disney or no disney. Joker is definitely not an explanation. You DC fans can't celebrate your W for once without making it a dick measuring contest with marvel.

It was R-rated when it was still owned by Fox. Now that it belongs to Disney, do you think they wouldn't want to change it

Because Disney has not distributed R rated movies before abi? Please google
1. Down and out in Beverly Hills
2. The hand that rocks the cradle
3. Oliver Stone's nixon
4. The fifth estate
These are R rated films distributed by Disney. Have you heard of Touchstone Pictures? I don't know where you get this weird idea that Disney and R ratings are oil and water just because they produce lots of kids animations. Like Warner Bros is any different (Looney Tunes, Iron Giant, Anastasia etc etc)

Cavill was in MI: FO, because of the acting training DC gave him and he was very good at it but RDJ is looking terrible in Dolittle
