They don't need a database. They only need to censure online media like Nairaland that don't vet the posts of their members before posting. Some other sites like Sahara Reporters do.

Always ask people to thoroughly define what they propose before you consider it. Scepticism or paranoia is always a good first approach to things.

Has anyone been prosecuted for wht they posted online? Can Twitter post or email be presented in a Nigerian court of law as an evidence? All these things need to be sorted out in my opinion... and that what the regulation should address...Even a country like Australia is currently reviewing online contents bill to curtail terrorism

No need for any regulation for that. Police can trace anyone who posts anything incriminating online. It's part of their work.
