Just the opposite. Whites have been moving back to many city hoods with larger black populations. Now the
south side of Chicago might be a little different as it is very very violent. Also "white" flight is not really just that there
was suburban flight. Whites left majority white city urban hoods because of the creation of the modern suburb,
the creation of the interstate highway system, major industries moved the suburbs, and then the shopping centers,
schools, athletic fields, retail etc. all followed. People wanted space, a nice yard for kids and grilling out. Blacks
flocked to the suburbs as well.

...Texas is an oil producing state with substantial oil reserves, whilst California does not have that resources hence have to import oil into the state...also subsequent governments have made it impossible for gas to be expensiv...which made cost of living in the State of California very high...I think from when Arnold Schwarzengger was republican governor of California...he passed laws to increase tax on gas to pay for the maintenance of transport infrastructures...and also to protect the environment...
