On August 8, 1975, a panel was set up under Justice Akinola Aguda to examine the options for a new capital city. One political option was to move the capital and in so doing, meet two criteria: to locate it both in 'neutral' territory not associated with one particular or influential ethnic group into and 'centrally', making it equally accessible to all Nigerian and facilitating administration.

The panel examined the suitability of the dual role of Lagos as a state and as a federal capital and recommended in its report that the capital city of Nigeria be relocated to a new federal capital territory sized approximately 100 x 100 kilometres in the geographical centre of the country, at Abuja. THE LATTER WAS THE NAME OF A NEARBY VILLAGE THAT WAS RENAMED SULEJA, with Abuja reserved instead for the capital-to-be.

On February 5, 1976, Decree no. 6 (henceforth known as the federal capital territory act) was issued, sounding the starting gun for the move to a new capital that was "a symbol of Nigeria's aspirations for unity and greatness".

Planning the new capital was entrusted to the Federal Capital Development Authority (FCDA) of Nigeria as a new legal entity that was given the mission of "building and administering the new Federal Capital" a brief that extended to constructing and maintaining "roads, railways, sidings, tramways, bridges, reservoirs, water courses, buildings, plants and machinery and other works as may be necessary.

In June 1977, the FCDA commissioned a team of international planning consultants to draft a master plan for the new Federal Capital of Nigeria, and a little more than 18 months later, the blueprint was published.

The City was to be built in four phases, the first was scheduled to commence in 1980 and to provide space for 230,000 inhabitants by 1986, the capital was scaled OVERALL FOR A POPULATION OF 1,600,000 - and expandable sideways of 3,000,000. with a "Central Area" at its heart.

The latter had two wings, which contained a total of eight essential self-contained sub-cities like pearl on a string-forming a backbone of the future rapid transit lines. It also boasted the "Three Arms Zone" made up of the National Assembly (Legislative), the Presidential Complex (Executive), and the Supreme Court (Judiciary).

It was Obasanjo's idea. Abuja is Obasanjo's baby. As commissioner of works doing Gowon's regime, Obj was worried about the congestion in Lagos. He also felt that Lagos proximity to the ocean was a security threat. He campaigned for the creation of a new capital that would be central and would have a master plan (to avoid the mistakes of Lagos). Gowon approved the concept, Murtala approved the location, whilst Obj's regime brought it to reality by kick starting its development. He selected Justice Akinola Aguda to head the team that chose and worked out the modalities for a new federal capital. Mobolaji Ajose-Adeogun (a Lagosian) was the first FCT Minister/Commissioner and the only Southerner to occupy such position till date.

People are mentioning states that did not exist when Abuja was created. Abuja was created by Murtala Muhammed, who also created 19 states.

Abuja was carved out of Niger state and Niger State was carved out of Kwara, Benue-Plateau and North-Western states.

If it's supposed to be central, free from religious and tribalism why are all the ministers Muslims?

Very intriguing question. I read an article some years back where it was stated that the issue of indigenes of Abuja had been put to bed because Abuja was carved out of 3 states: KOGI, NIGER and PLATEAU STATES.

Kayharry:
How Abuja Was Chosen as Nigeria’s Capital
The problems associated with the capital being in Lagos, such as population pressures, political and ethnic divisions, led to the search for a new capital in 1976. Abuja was selected from among 33 possible sites.

Physically located in the centre of the country and viewed as neutral both ethnically and religiously, it is where culture and religion meet.

The criteria used for selection included: centrality, healthy, climate, land availability and use, water supply, multi-access possibilities, security, existence of resources, drainage, good soil, physical planning convenience and ethic accord.

The Emir of Abuja at the time, Alhaji Suleiman Barau, was asked to meet with his Emirate Council to approve contributing four of the five districts to Abuja to become the new capital.
The council was divided as some districts considered it too much of a sacrifice; but at the end, they approved the request from the Federal Government.
Thus, the Abuja in Niger State contributed 80% of the land of the territory, Plateau State (now Nassarawa State) contributed 16% of the South east territory and Kwara State (Now Kogi State) contributed about 4% of the south-west territory.

You have a lot reading to do. Abuja has nothing to do with the numbers of minister. Go and do ur research on how ministers are chosen.

We did that to avoid turning Oduduwa lands to NO-MAN'S-LAND. The only stateless people in Nigeria are the original owners of Federal Capital Territory Lands. That is why it was carved from many states and many tribes with gwari as major tribes. Who is FCT Governor? Does the minister come from FCT region?

Igbo's must listen to Igbokwe and learn National Politics. FCT Lands belongs to all Nigerians while Lagos belongs to Oduduwans while South Easterners are our tenants on determined tenancy.
