That your relation may be working in a ministry that are not owed. Otherwise what they are doing is just select some ministers they deem more important and pay them up to date, while they pay the rest in arrears. Just like Abia state where some ministries are paid promptly while teachers are owed several months. Those lucky ones in those ministries will readily tell anyone that the government is not owing, while the teachers will be starving.
