what you should be asking for is current account owners from any bank because to get a referee for current account is much more easier than domiciliary account regardless of the locations or state weather the acount is active or domant it's all acceptable and that is what you will be using to open both your current and domiciliary account

Don't bother yourself about domiciliary account. Just walk into any UBA branch and ask for UBA Africard which costs about 1,500 naira and activate it. Depots cash in naira in it and buy anything you want to buy anywhere in the world.
