True there is no equation that scientifically links time played to probability not scoring. But statistics if used properly are a reliable guide.

He is definitely under pressure with the local league clause that they want to add to Rohr's contract. No self respecting coach will agree to this quota arrangement. Club-owners are simply looking to sell players. It has nothing to do with improving the league's quality.
