It would make those in the lower cadre aspire to something and put in more productivity.

Anybody can be a staff based on recruitment process but not everyone can grow in the organizational ladder.

It's a great treat tho...buh I'd rather reserve it for functional heads...as a motivation to them and an inspiration to those on the lower rung of the ladder.
