.... After 3 days we are still battling, probably going to have a very busy X-mas.

@nemesis2u we had to convert the Mahindra into a small fire engine due to the Water shortages the fire fighters have been facing..... Pulling a 3 ton un-braked trailer up and down a burning montain.... After 6 years this overlooked India SUV still amazes me!!!

Almost every arms exporting country are signatories to arms control treaties, non- disclosure agreements are useless in this age.

They might tell you an African country has ordered a particular piece of equipment but don't always disclose the country until just before delivery etc. Don't tell me you have never come across this?

This is not true.

Algeria, Egypt and Venezuela are countries who routinely receive equipment confidentiality.

Egyptian Air Defence system deliveries are usually not known until you see them used in exercises, including Algeria.

The whole world only knew about Nigeria CH-3 UCAV when it crashed. Before that it was a secret delivery.

From what I have been able to gather concerning the Fulani question, I will say there are many factors involved here. In the initial stage,the Fulani herdsmen had legitimate grievances, concerning the way they and their livestock were being treated by the communities where they reside. On the part of the communities, the herdsmen and their cattle were seen as culprits of destroyed crops and investments. So, it began as a two way thing. As usual, the government,at state and federal levels,took the issue with very little seriousness.

Now, the Fulanis who,though largely uneducated, have always had a questionable sense of entitlement, see the emergence of President Buhari to mean that they are now collectively in power,and their actions can no longer be questioned. Hence, reckless adventurism by these renegade herdsmen have increased in recent years.

We must not be ignorant of the fact that the media has blown this issue beyond perspective (I won't say out of proportion,because this is an issue with very robust proportion,people are actually dying). Sensasional journalism and sectarian fault lines has given this matter a dangerous edge. Politicians ,like flies attracted to rotten carcass, are also having a field day.

Why is it that the Fulanis that had previously lived in peace with their host communities now seem to have turned berserk overnight?.

Like I always say,what is the solution?. Well,I believe the decision of the FG to open a radio station that broadcasts in fulfude will go a long way in sensitizing these people,they usually move around with portable radios. But I believe we must move beyond cosmetic solutions, the people in power are very familiar with leaders of these fulani renegades, therefore, the government must call them to order through their leaders. No herdsman (or herdsboy,as the case may be) should be seen strutting around with rifles.

We also need to work on regulations of small arms ownership. Who really own the cattle?,Who are the people arming these renegades?, Where are the sponsors getting the arms from?,is there any international corroboration?. We must answer these questions and put in place strict measures and deterrence.

We want to see scapegoats, a number of them rounded up and sent to prison or in the case of minors, an institute for the criminally insane.These things serves as deterrence and will help in pacifying the public.

In long term,things like education and a framework for proper ranching in the country should be explored. Baring that,the FG should consider a more communist approach of government ownership of all cattle,then contracting the livestock out to registered herdsmen under a national cattle redistribution scheme.

Perhaps if the rich alhaji in Abuja that has failed to build a ranch for his cattle, loses all his cows to the government, im eye go clear.

Niger on Christmas day arrested two Turkish citizens & a local collaborator as they arrived Niamey from Istanbul for trying to provide logistical support & Weapons to the Islamic State in the Greater Sahara #ISGS & #ISWAP.
Turkey has been using the Turkish built (Build& operate) international Airport in Niger and Turkish Airline flights to smuggle in weapons to the Salafi Jihadi groups in the region.

I don't understand these childish illusions on secrecy relating to arms deal / procurement

When is a arms deal considered secret ?

If forumers / bloggers / media don't know about it ?

Or

If concerned intelligence orgs / relevant orgs don't know about it ?

I find it funny that people think if something is not out in the open , they consider it to be secret.

Really then what is the job of intelligence orgs and what they know about , certainly they won't blurt it out in public and expose their knowledge / sources.

Situation here is same as a ostrich putting its head in the sand and convincing itself of what it wants to believe. Since i dont know hence nobody knows.

A primary function of any nations external intelligence is to keep track of arms deals of other countries hostile or in geographical proximity to it.

Aircrafts and ships loading unloading stuff in any country under the watch of satellites and even without satellites does not leave much room for secrecy for those in the business of minding others business .

For people who don't understand, the reason countries initially try to buy arms without the publicity is usually because of sanctions or fear that their deals will be blocked by the usual suspects.

He restated his passion for troops' welfare and reassure them of the commitment of the President Commander in Chief, President Muhammadu Buhari to their welfare and that of their families.

PRESS RELEASE

BOKO HARAM ELEMENTS SUFFER MORE DEBILITATING DEFEATS AS NIGERIAN ARMY TROOPS SUSTAIN THEIR AUDACIOUS ACTION AGAINST REMNANTS OF THE CRIMINAL INSURGENTS ACROSS THE THEATRE

The relentless clearance and other offensive operations being conducted by the troops of Operation LAFIYA DOLE against remnants of the Boko Haram and Islamic State's West African Province (ISWAP) terrorists under the ambit of a special operation nicknamed Operation RUFE KOFA is gaining traction by the day.

In a laudable demonstration of bold action in combat, on 24th December 2019, troops of 192 Bn, Sector 1 Operation LAFIYA DOLE conducted clearance operations from Madagali through Waga Lawan, Jaje to Fadama all in Madagali LGA of Borno State. During the operation, the troops had a meeting engagement with elements of the Boko Haram criminals and a fire fight ensued.

The Boko Haram insurgents were decisively dealt with, forcing them to hurriedly flee the location in disarray. Troops destroyed all of the criminals’ structures, farmland, harvested grains stored in underground bunkers and one Lister grinding machine. In another encounter at Fadama Village, the criminals’ flag hoisted on a tree was captured and immediately lowered after the troops had effectively subdued the criminal insurgents with superior fire power forcing them to flee in disarray.

Items recovered from the criminals include 2 bicycles, copies of Quran and several other personal effects. Interestingly, no causality was recorded by the gallant troops.

Similarly, the troops of 151 Bn, Sector 1 Operation LAFIYA DOLE handed a humiliating defeat to a bunch of Boko Haram criminal insurgents in the early hours of 25th December 2019 while on clearance operation conducted deep into the Sambisa Forest. During the encounter, one Boko Haram suicide bomber tried to force himself into the troops’ firm base, but the gallant troops aborted this heinous intent by promptly neutralising him and his cohorts with effective fire in the general area.

The Improvised Explosive Device strapped to his body got detonated in the process and his body parts were found scattered across the field. Items recovered in the aftermath of the encounter include 81 mm mortar muzzle cover, 2 rounds of Anti-Aircraft ammunition, one AK 47 magazine and one passport photo.

The Chief of Army Staff Lieutenant General Tukur Yusufu Buratai extends his goodwill message to the troops and further admonishes them to remain resolute in their efforts at clearing and destroying all the hideouts and enclaves of the remnants of the criminal insurgents across the Theatre.

You are kindly requested to disseminate above information to the general public for awareness. Thank you for your usual cooperation.

You can not do that either, ATT requires you report it not less than 6 months before delivery. If you dont do that, you just flounted an international law, surely, your stuff will be seized.

Are you saying what you know or what you think? A military enthusiast like you was not aware Nigeria got CH-3 doesn't mean those Nigerians with SIPRI, UNROCA & SALW access are not aware, which of those accesses do you have?
Nigeria has been a signatory to ATT since 2013 so every pin in our military inventory is reported under several ATT implementation frameworks like those I mentioned above.
It is silly to say the "whole world knew" just when the CH-3 crashed, that's an irresponsible statement, Nigeria reported that acquisition in 2013 to the best of my knowledge, sometime in 2014, when another batch arrived, it was again reported, it crashed sometime in January 2015, Nigeria again reported it.
Agreed, China the supplier wasn't ATT bound but Nigeria reported it as an international obligation, you dont have access doesnt mean its hidden.
You can't hide arms transfer anymore, that age has long gone, except of course you are waiting for the press.
Algeria & Egypt are not ATT compliant so I dont expect to see what they buy however, except they make that equipment locally, the transfer country is likely gonna report it, 5 out of 10 top arms manufacturers are ATT compliant, while 103 countries are already signatories, the chances of Algeria & Egypt hiding transfers is currently slim but not impossible.

I'm surprised people still think arms transfer is a secret in this age. Some non ATT compliant countries spy on themselves & still reveal the information anyways, Russia was testing a nuclear fuelled hypersonic missile for long endurance till it had an Accident, the CIA still revealed it to everyone what Russia is doing, you can cut the big arms manufacturers some slack but definitely not countries that shop from all around the world.
Trump pulled the US from ATT so they can manufacture and hide, same cant be said of Nigeria can we?

Syria is a rogue nation, they are under several arms embargoes EU, US, UN etc, how can you use them as a standard for global arms transfer?

Any weapon system being bought which is a force multiplier or can influence RMA of a country will generate interest from interested parties like neighbouring countries / geopolitical players etc , even before negotiations for the said systems begin ( even if it is being done in secret )


Long story short

Practically what can be kept secret is the characteristics of a weapon system not the weapon system itself ( sale / transfer )

Hope it makes sense now.
