In that very Assembly, APC has 22 out of the 31 Assembly members; PDP has 8 while NNPP has 1 member . So invariably it is a predominantly APC assembly

Adjusting budget is good. The problem is the word "Padding", especially when such word is used by Nigerian politicians.

When we know that almost half of the budget will be stolen.....so coming with the word Padding will just raise the antenna of ordinary Nigerians.

Whoever manufactured that word in Nigerian politics is not diplomatic and sensitive at all. Anyway, they are all criminals, and a criminal will always leave a trace.
