Because

1.That is all he has to stop the cow. No stun gun, no darts, nothing.

2.Because an out of control cow can seriously injure , even kill innocent bystanders.

3.Because the state governors do not set up proper animal control department whose job it would be to subdue loose wild animals, and proper abbatoir facilites where cows can be killed in safety

You forgot to add,
Because he's a Nigerian police.

Very correct...

And here is where I am going to side with the policeman this time (First, apologies to the man's family for their loss).

In foreign countries, a loose animal means that animal control is called out, and they use non-lethal methods...like stun guns and darts...to subdue the animal....along with nets.

Nigeria does not have the equivalent of animal control. And that leaves the police...who for the most part do not have non-lethal equipment. Which begs the questions...what are the local and state governments doing to set up animal control units that could handle such problems? (Or is it to wait for Aso rock to do everything??)

The police man was called out to subdue a loose animal. And the only equipment given was his gun. No stun gun, no posion/sedative darts, nothing. Just a gun that used in a crowded area could lead to someone dying.

I don't blame the policeman, or even the Nigeria Police. they did the best with what they have. Blame Nigerians for refusing to vote for thinking leaders past and present. Instead, it is for people who can share money that we vote for.
What a lengthy piece of trash .

This is the same person a court said they should grant bail on human rights conditions.

What has happened to right of life, of those that boko haram killed, as a result of the diversion of funds meant to buy equipment and arms to protect them in the north east? - but some people are quick to shout human rights violation - a country where there is no equity and real justice beyond hypocritical & nepotic ideals of people, would never know peace

Don't be emotional. Send the man to court, try him, jail him!

Buhari preferred to keep the man without charging him to court to try him for the alleged crime. Moreover, whoever the current NSA is under Buhari, he will still be involved in such acts of disgusting funds covertly.

It has always been like this.

If the government had any substance to that talk, many of those listed in that fake picture are walking freely. Why have they not been tried and jailed?

PIECE OF THRASH. No offense, but how can you excuse the policemen's lack of training in the use of his weapon? A cow is not a mosquito., its hard to miss even if he's throwing stones at it. How could he miss and hit an innocent bystander?

This our country is just an unsafe place. How does one even start to comfort the family now? This is just very painful.

You sound like an idiot. Do you consider a cow to be a wild animal? Did the cow attack anyone or was there any real risk it was going to cause bodily harm to any body without being provoked? I hope you know Togo, Ghana, Somalia, Zimbabwe are all foreign countries? Tell me in which of the listed countries you think the measure you suggested would have been taking just to regain custody of a stray cow?
The police is equally an idiot. He wasted the life of a fellow man simply because he was trying to get hold of a stray and practically harmless cow. A trained policeman should know when it is safe enough to pull a trigger.
He should be prosecuted immediately. Stupidity has a price and he has to pay it in full.
