1.That is all he has to stop the cow. No stun gun, no darts, nothing.

2.Because an out of control cow can seriously injure , even kill innocent bystanders.

3.Because the state governors do not set up proper animal control department whose job it would be to subdue loose wild animals, and proper abbatoir facilites where cows can be killed in safety

I wasn't too far from the scene of this rather unfortunate incident.

And the way it's being reported here, it's almost difficult to come to any solid conclusion that's actually in tandem to what actually happened.

The policeman aimed rather rashly and missed his mark. A miss that has sadly robbed a family of their husband and son on a joyous Christmas day.
