It is true that Islam urges burial, maximum of which is 3 days from what we read. But there are cases where investigation is needed especially if foul play is suspected. This becomes an exception. Inconclusive investigation leads to exhume of the body weeks, months and years later.

Then they will be forgiven.

The arrests are misguided. The issue is with the top levels of government, not with the poor saps who had to make the quick choice between blowing up (or being blown up by) what could have been an American missile, drone, or fighter in those tense moments.
