I'll totally agree with your assertion. Although I don't condone looting and other shady practices he's accused of, but if it's income generated from his lotto/gambling business that's being sprayed like that then that's fine because if the gamblers that patronized his business had won millions, you'll see them turning up and also spraying money @ events.
