You can't file for someone if you are not legal. You need to be a citizen to file for your child or sibling. Are you sure you are not getting things mixed up? Anyway, you better get busy with other stuff cos you have a long way to go.

US permanent residents can petition for their minor kids and spouses but not siblings.

Really? When did they stop it? I know lots of citizens that filed for their siblings and 80% have moved over. Siblings with families too.

she is taking about green card holders not US citizens . Green card holders can not petition siblings, but US citizens can.

The thing is the ban needs to be lifted before it becomes effective(feb 22nd) else it’ll take time for things to fall back in place even after the ban is being lifted. So the time to lift the ban is between now and feb 20th.

I even got mail from NVC- Wednesday 05/Feb/2020, telling me I am Documentarily Qualified, that they are working with US Embassy in Nigeria to schedule an interview for me soonest.

I keep my hand crossed and watch out how this plays out..

You don't need to be a citizen to file for a relative; the requirement is permanent residence.

Are you sure we are not misinterpreting the meaning of a green card? If his dad traveled to the USA with an immigrant Visa then he had a green card at the time of his entry to the USA. The Visa you are issued in Nigeria is activated as a temporary I551(green card) for 1year as soon as it is endorsed at the port of entry by an immigration officer. His father can file a petition with that temporary green card. However, he needs to prove he hasn't abandoned his resident status after 1year for the application to be maintain its validity.

Candidates are automatically enrolled for the general waiver and if they do not meet the waiver conditions, their Visa are denied. The NIW is a different application route and not family based.

I speak from a point of authority. Immigration travel ban has been in existence since 2017 and contested in court until 2018 when the supreme court here finally lifted the injunctions and a revised document was produced. The details of these documents are available everywhere for those who put in effort into seeking information. It's unfortunate that you couldn't make effort to lay hold on an information that is freely out there yet speak so lowly of an attempt to get people like you informed.
Pathetic.
