If it is the country that is bringing them, the can be quarantined in insolation for minimum of 14 days before they are allowed back into the society.. In as much as i would not agree to leave them there, u have a point. In any case the government can provide or make provisions for such facilities in secluded areas where they can be quarantined / treated in isolation. E nor hard na.. If we fit fight Ebola we can as well fight this. So i would say the decision of the law makers is just pure and undiluted wickedness... They are only concerned with what to gain

Almost all countries have evacuated their citizens from China
