I learnt tax would be collected from sellers in streets. Please, when the attempt of the common man to do business with his creativity is frustrated, what would you have him do. The Chinese you talk about wear 50-50 naira polo; they started wearing cheap things until it became part of their lifestyle, yet they habitually save so much in their bank accounts. They make improved quality goods for export and for the rich amongst them. In fact, we attended a Chinese wedding in Nanjing and most people who were there were too casual to a fault.
