UPDATE:

I've shut down this service. It appears that internet fraudsters (Yahoo boys) have caught in on using Lesotho PayPal to pick up stolen funds, which has drawn PayPal's attention to Lesotho PayPal owned by Nigerians.

Normally, I take my time to research anyone that requests the bill and turn them down the moment I suspect they're fraudsters. Unfortunately, many bill creators create the bills for anyone without doing any research on them, thus aiding and abetting internet fraud in the process.

As a result, PayPal has been blocking Nigerian-owned Lesotho accounts and permanently banning them even after submitting a bill. So, there is no point in running this service anymore if your account is going to be blocked even after submitting the bill.

We, Nigerian freelancers often open Lesotho, South Africa and UAE PayPal because Nigerian PayPal does not receive payments.

However, we often encounter issues especially when PayPal limits the account and requests for documents. This is where the utility bill comes in.

You can use it if it is a Business PayPal account.

However, you will require a strong static US vpn if it is a personal account.

Do it at your own risk. Even if you use a strong VPN and there's a leak somewhere in your connection. Baba, say bye bye to all the money in the account. PayPal will block the account.

I'm not a pro when it comes to PayPal issues. I have limited knowledge about it, but this is what I know:

A business account means you are using the account to run your business. A personal account means it's for personal use.

You are supposed to run a personal account from the country you listed when you opened it, else it will get blocked.

A business account can be run from another country since the location of your business could be different from the country where it is registered.

However, PayPal will still block it when they require more information. Often times, they will request for proof of business registration on top of your utility bill and ID card.

Please tell the person you'll speak to the name in full because there are other kinds of Africard and you might end up with the wrong one.

You will also need to go along with your ID card, utility bill (PHCN or whatever) and 2000 naira.

The card is 1000+ while the rest will be used for Paypal confirmation.

I can teach you how to do this yourself because you will be needing a MasterCard to do this but the Paypal account has just one limitation.

You can't withdraw your PayPal fund to your local bank account.

Note:
The PayPal account can only send and receive fund.
