They should review their employment process first and ensure that their men understand what human right is.

1.How do you know majority of policemen are illiterates? That may have been true 30-40 years ago, not now when SSCE is the major requirement for entry, and when officer cadre have higher requirements for entry
And there are policemen and women with degrees. Infact there is the tradesmen cadre which needs at least some form of tertiary education to enter. And what about police doctors.(worked alongisde one, and he was very literate! ), teachers, etc, etc.

I have spoken and interacted with many policemen and women. Most of them can communicate in good english...even with an educated person like me.
