In 2018,President Buhari hurriedly withdrew $496m from the excess crude account without the approval of the senate as is stipulated by the Nigerian constitution to pay for 12 Super Tucano planes.In a letter sent after the money had already been withdrawn, Buhari deliberately left them in the dark as to the model of the planes and told the senate that he was rushing to meet a deadline.That is the first red flag as far as the purported $496m purchase of 12 Super Tucano light assault airplanes is concerned.Was our President being duped by fraudsters?

The US government (which sent us $40m in aid just weeks ago by the way) would ordinarily buy and hand us those planes if they could, considering our well publicized fight against terror and not set a deadline for the purchase of fighter planes from a defense contractor operating in its territory. It was absurd.But somebody played his card well.

The Bukola Saraki led senate wasn’t Buhari’s rubber stamp.It would grill him or anyone he sends over on the costs of those planes after finding out all there is to know about them. Buhari then would be forced to disclose the model and why he is paying a staggering $41m each for them when a quick search will reveal an A 29 model ranges from $25m to $30m at the very most.

An article i stumbled on by The Defence Post about a week ago made things explicitly clear.The man didn’t want anyone knowing how much was really going to be spent on those planes.The US government has to approve arms requests to defense contractors and it turns out the US Department of defense issued a press release on Wednesday 28th November 2018 saying the Pentagon had awarded a $329m contract to Sierra Nevada for the construction of 12 A 29 Super Tucano light assault air planes for the Nigerian Air Force.
Not only that, a caveat was included in the undefinitised contract for the sum not to exceed $344m. That answers why Buhari hurriedly withdrew $496m; a staggering $167m more than the contract sum.Be clear on this,there was never any ambiguity as to the price he claims to have paid for those planes-$496m. And At no point did he say it included other purchases.

There were media reports as early as February 2018 that Buhari had paid for the planes and not until April 17th 2018 did the Senate get his letter explaining why payment had to be quick. HOW DID BUHARI PAY IN EARLY 2018 FOR A CONTRACT THAT WASN’T EVEN AWARDED TILL LATE THAT YEAR?.The press release from the US Department of Defense also clearly states that payment would be made shortly after the award of the contract.Technically,Buhari couldn’t have paid for those planes any earlier than 28th November 2018 despite having written to the senate 7 months,2 weeks and 3 days before that saying he didn’t seek their approval in accordance with our laws because he had to rush payment.It is as clear as day,Buhari is not being honest.When he sought and got approval from the governors to withdraw $1bn from the Excess Crude Account to tackle insecurity,quite a number of people screamed to high heavens about it being a ploy to reserve money for the 2019 elections. Buhari’s dubious purchase has all but confirmed that.

The contract entered into on our behalf by the US government with Sierra Nevada for those 12 planes clearly states that the contract sum is $329m and that it must not exceed $344m. That is a term on which the validity of the contract stands so it is not in any way possible for Buhari to pay more than that amount.He owes us $167m or at the very least, $152m.

Before I read the Defence Post article,i had said much earlier that there was a great chance the Americans used the shady plane purchase to scare Buhari behind the scenes into releasing activist,Omoyele Sowore. They had him by the balls so bad,he added former National Security Adviser, Sambo Dasuki as a bonus; a man who ironically, Buhari is prosecuting for embezzling funds meant to fight Boko Haram. Even without this piece of overwhelming evidence,the $41M Buhari claimed to have paid for each of the 12 light assault planes was just too outrageous.The fact that they weren’t forthcoming with the model of the planes meant they were hiding something.
Just days ago,the US raised alarm over Buhari’s plan to hand $100m out of an Abacha loot they had recovered to Governor of Kebbi state,Atiku Bagudu and Buhari’s people are denying without being confrontational.They don’t want to make an enemy of the Americans.

Now it is out in the open, the United States government entered into a $329m contract for 12 A 29 Super Tucano light assault planes with Sierra Nevada; planes President Buhari claims to have paid $496m for. Buhari owes us an explanation as to where $167m of that sum went.

On 28 November 2018 the United States Department of Defence placed the $329 million contract with Sierra Nevada Corporation to manufacture the NAF’s 12 Super Tucano. The contract is worth $329 076 750 for the aircraft, although the total not-to-exceed amount is approved at $344 727 439 and is to include Forward Looking Infrared (FLIR) systems for six of the aircraft. These systems will be funded soon after the initial contract award.

The Department of Defence said that work is expected to be completed in May 2024.

The Nigerian Air Force in December 2017 received letters of offer and acceptance for the Super Tucano deal. In August 2017 the Nigerian deal was valued at $593 million and included Paveway II guided bombs, laser-guided rockets, 12.7 mm ammunition, unguided bombs and infrared sensors. Some of this may be acquired under separate contracts.

On 6 February the US Department of Defence confirmed that Nigeria will be getting the Advanced Precision Kill Weapon System (APKWS), which upgrades 70 mm rockets into laser-guided weapons.

Based on an earlier request, it can be assumed that Nigeria will be getting AN/AAQ-22F electro-optical/infrared (EO/IR) sensor and laser designator turrets.



1. If you are going to do propaganda and peddle fake news, post the whole story from your source, the cost you posted was for the aircraft bare bone, the extra cost is for additional electronic options and advanced weaponry.

2. The US state department already confirmed payment from Nigeria based on the exact amount we paid.

Go watch "Gun runner" and see how much the US paid for a set of AK45 from Serbia. Those weapons were use to prosecute the war in Iraq n watch how "insanely" rich that made the military contractor. Till date that is one of thing that made the American govt review it ammunition procurement guideline.

POLICY JUSTIFICATION
Nigeria—A-29 Super Tucano Aircraft, Weapons and Associated Support
The Government of Nigeria requests twelve (12) A-29 Super Tucano aircraft and weapons, including all associated training, spare parts, aviation and ground support equipment, and hangar, facilities, and infrastructure required to support the program. The estimated total case value is $593 million.

These aircraft will support Nigerian military operations against terrorist organization Boko Haram and to counter illicit trafficking in Nigeria and the Gulf of Guinea. The Super Tucano is a sustainable platform for counterterrorism, counter insurgency, border surveillance, and illicit trade interdiction operations. The proposed sale will support U.S. foreign policy objectives by helping Nigeria to meet shared counterterrorism objectives for the region. This proposed sale will strengthen the U.S. security relationship with Africa's largest democracy. Nigeria will have no difficulty absorbing these aircraft into its armed forces.

The proposed sale of this equipment and support does not alter the basic military balance in the region.

The prime contractor is the Sierra Nevada Corporation, headquartered in Centennial, Colorado. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require the assignment of U.S. Government or contractor representatives to Nigeria for mobile training teams and contract logistic support.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

(vii) Sensitivity of Technology:

1. This sale involves the release of sensitive weapons software technology information to Nigeria. Software associated with the following weapons will be included in the aircraft operational flight program to support a future weapons capability.

2. Sensitive and/or classified (up to SECRET) elements of the proposed A-29 sale to Nigeria includes the hardware and associated software with: Advanced Precision Kill Weapon System (APKWS) laser guided rockets, Guided Bomb Unit (GBU)-12/58 Paveway II laser guided tail kits, and Mark (MK)-81/82 general purpose bombs.

3. The Hydra 70 Rocket System is a modernized version of the 2.75 inch (70 mm) unguided rocket body with the MK66 Rocket Motor.

4. The APKWS is a low cost semi-active laser guidance kit developed by BAE Systems which is added to current unguided 70 mm rocket motors and warheads similar to and including the Hydra 70 rocket. It is a low collateral damage weapon that can effectively strike both soft and lightly armored targets. APKWS turns a standard unguided 2.75 inch (70 mm) rocket into a precision laser-guided rocket, classification up to SECRET.

5. GBU-12/58 Paveway II (PW-II) Tailkits: 500-lb (GBU-12) and 250-lb (GBU-58) are laser-guided ballistic bombs (LGBs) developed by Raytheon and Lockheed Martin. The LGB is a maneuverable, free-fall weapon that guides to a spot of laser energy reflected off of the target. The LGB is delivered like a normal general purpose (GP) warhead and the semi-active guidance corrects for many of the normal errors inherent in any delivery system. Laser designation for the weapon can be provided by a variety of laser target markers or designators. The tailkit consists of a laser guidance kit, a computer control group (CCG) and a warhead specific Air Foil Group (AFG), that attach to the nose and tail of MK 81 and MK 82 General Purpose (GP) bomb bodies to create an LGB. This sale includes the tailkits to transform Nigeria's existing 500-lb and 250-lb GP bomb bodies into GBU-12s and GBU-58s respectively. Nigeria is also buying additional GBU-58s, 250-lb (MK-81) guided bombs. The overall weapon is CONFIDENTIAL.

6. AN/AAQ-22F Brite Star Electro-Optical/Infrared (EO/IR) Multi-Sensor Targeting System developed by FLIR. The system is a five field-of-view (FOV) large format thermal imager, three FOV color daylight camera with laser designator for terminal guidance of LGBs and IR-guided rockets. The system is classified as UNCLASSIFIED.

7. This sale is necessary in furtherance of U.S. foreign policy and national security objectives outlined in the Policy Justification. Moreover, the benefits to be derived from this sale, as outlined in the Policy Justification, outweigh the potential damage that could result if the sensitive technology were revealed to unauthorized persons.

8. All defense articles and services listed in this transmittal are authorized for release and export to the Government of Nigeria.

This is the US defense department with a detailed breakdown of what we bought and how much we paid, the olodo writer and propagandist conveniently left out actual US Department of Defense and official US government document detailing the whole deal and how much they charged us.

Do you see where it stated OTHER? That's for all the advanced electronic warfare/countermeasures and weapons which are additional options that we must pay for apart from the actual cost of the aircraft that the olodo writer fooled you with.

WASHINGTON, Aug. 3, 2017 - The State Department has made a determination approving a possible Foreign Military Sale to the Government of Nigeria of twelve (12) A-29 Super Tucano aircraft and weapons, including all associated training, spare parts, aviation and ground support equipment, and hangar, facilities, and infrastructure required to support the program.


The estimated total case value is $593 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on August 2, 2017.

These aircraft will support Nigerian military operations against terrorist organizations Boko Haram and ISIS West Africa, and Nigerian efforts to counter illicit trafficking in Nigeria and the Gulf of Guinea. The Super Tucano is a sustainable platform for counterterrorism, counter-insurgency, border surveillance, and illicit trade interdiction operations. Nigeria is an important partner in the U.S. national security goal to defeat ISIS, including its branches in Africa, and this sale is part of the U.S. commitment to help Nigeria and the Lake Chad Basin countries in that fight. The proposed sale, and associated training and engagement, is one piece of broader U.S. security cooperation to help professionalize, modernize, and build the capacity of Nigeria’s armed forces and strengthen the U.S. security relationship with Africa's largest democracy. Nigeria will have no difficulty absorbing these aircraft into its armed forces.

The proposed sale of this equipment and support does not alter the basic military balance in the region.

The prime contractor is the Sierra Nevada Corporation, headquartered in Centennial, Colorado. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require the assignment of U.S. Government or contractor representatives to Nigeria for mobile training teams and contract logistic support. The case will include special training on the law of armed conflict and human rights, and air-to-ground integration to minimize civilian harm in air operations.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

These bitter pathetic children will never give up with their propaganda.The same Tucano US govt acknowledged the receipt of the money and which they promised to deliver by 2021. The Tucano isn't a Toyota car where you can order within 2/ 3 months from the manufacturer
