It seem a big to you because 8n Nigeria people just sit on their ass and do nothing; or a power-broker will make such impossible. I am sitting here at a airport just returned from a trip to Nigeria where I was attempting to sell or collaborate with a state govt on a technology that will save billions in losses to the people and tens to 100 millions in revenue to the govt. After some high level meeting, I was told that sector in this particular state is the territory of power-broker, and state officials can't go near it. Can you imagine. The most evil kind of people on earth is found in Nigerian government, and these are not even well known politicians but some low-key government functionaries that are hardly talked about but have turned government into their private business.
