Could it have been intentionally or purposely installed by the technician that worked on my phone screen recently? I don’t feel safe because I’ve never activated such to my TV

The screen mirroring is just a feature which allows you to cast you phones screen unto your Tv and other devices...
It's not only found on IPhone, but in almost all Android devices.

It's like screen cast. Casting your screen to another screen. Once connected to another device, what u press on your phone will be visible on the other device

Is it possible for my phone be operated from the same TV while been casted on the TV screen. Because like I said I didn’t activate such and it just popped out recently!

Obviously not, you cant control your phone via the TV.

Screen mirroring is practically on all iPhones.
You know how Xander works, but on an advanced level, when you cast your screen, you'll be able to access on a larger scale things on your phone.
Picture slideshows on your tv, directed by your phone.
Play music, watch a movie.
Like the name sounds, screen mirroring, simply mirrors what's showing on your phone.

Even if you have a TV that supports the feature, you'll have to enable the feature on the TV and connect it to your phone for it to work.
It's part of the iOS system.
