A greater Akwa Ibom would be preferable to Akwa Cross. It's wouldn't require Cross River's dissolution but simply changing map lines. It's much easier to incorporate people who are similar culturally, politically and demographically if they're willing join Akwa Ibom. The big concerns that will have to be addressed are public services, taxation, and taking their share of debt. It's can be achieved constitutionally with national assembly support, Cross River and Akwa Ibom assembly.

States splitting up or reuniting are pretty issues unlike fiscal and electoral issues. Changing the lines on the map only alters how allocation is calculated slighty due to population and land mass. There's not going to any changes to the number federal representatives by redrawing boundaries. It would only effect state elections.

The process will be dependend on Cross River state government willingness to part with hypothetical secessionist. Even if the people vote to leave it has to be approved by both state assemblies. The national assembly wont care since this doesn't effect the Nigeria's union.

An Act of the National Assembly for the purpose of boundary adjustment of any existing State shall only be passed if-

(a) a request for the boundary adjustment, supported by two-thirds majority of members (representing the area demanding and the area affected by the boundary adjustment) in each of the following, namely-

(i) the Senate and the House of Representatives,

(iii) the local government councils in respect of the area. is received by the National Assembly; and

(b) a proposal for the boundary adjustment is approved by -

(i) a simple majority of members of each House of the National Assembly, and

(ii) a simple majority of members of the House of Assembly in respect of the area concerned

If I were to organize this movement I would copy the people advocating for Greater Idaho. Go local government by local government getting necessary support. It will naturally take longer but it's beneficial in long run.

Igbo communities in Imo and Abia States were divided into Rivers State, at least there are Egbema communities in both Imo and Rivers likewise Asa communities in Abia and Rivers states.
