what could be the cause

if it only occurs while charging then it might be your charger or cord is faulty (you could try another charger/cord), or an abnormal supply of current ( low or high current)... best avoid using the phone while it charge.

Like I said earlier cut-out is an iteration of the punch-hole. While punch-holes are placed at the corners, cut-outs are made at the center of the display
