Schools like EKSU will accept him with that score. As long as his WAEC or NECO results are strong

No chance to get to University of Uyo with that, maybe a Northern University might take you. I don't really know how JAMB or UTME operate these days.

What course do you want to go for?

I only see northern universities that you could possibly get into....

You could also look at FUTA, UNIPORT, ATBU, KASU, UNIJOS, UNIABUJA, UNIMAID, ABSU, Benue state University, Kogi State University, DELSU, Cross Rivers State University... You could also look out for universities in Akwa Ibom.

Also remember GOOGLE is one of your best friends.
