One thing we need to understand is even if we shut borders and the rest, we can't stop our citizens from coming back home. It's not done anywhere in the world. Citizens have the right to enter their countries without limitations from their sovereign states. All we can hope that the returnees are responsible enough to do the needful which is self-isolation.
